The Salem Township Board of Trustees met December 26, 2007 in regular session at the Township Hall for the purpose of transacting the business of the Township. Chairman Dick Dare called the meeting to order at 7:00 P.M. with members Dick Kilburn and Rob Glancy present.

Others present were Kirk Ramsey, Donald Lynch, Mike Kassalen, Ralph Blanton, Mr. & Mrs. David Opperman, and Fred Lafollette.

The minutes were read and posted in the township hall.

Cemetery Update

Zoning
Mike Kassalen submitted one building permit for this period.

Donald Lynch had a copy of the minutes from the Warren County Commissioners’ meeting of June 19 where it was mentioned that Lois McKnight, zoning inspector from Deerfield Township, had agreed to investigate complaints Mr. Lynch had made about various properties in Salem Township. He ask ed the trustees where this matter stood. The trustees told him they had not heard from anyone on this matter.

Kirk Ramsey reported on the first community dinner that was sponsored by local businesses and the Village of Morrow. He stated that 402 people attended the event.

Roads/Maintenance
Fred told the board he had been contacted by David Mick of the county office and he had requested that the township sign off on the three subdivisions that have been in question for quite some time. These are Lakeside Park, Morrow Meadows and Briarwood. He will attend the January 8, 2008 meeting to get this done. After a discussion about the continued problems with the catch basins in all three areas, it was suggested that Fred get in touch with him and see if he would meet the trustees before January 8th, so they could show him the problems.

Fire Department
Fred brought up the Volunteers Dependency Fund’s annual slate of officers. He needed to put the name of a non-elected person to serve on the board.

Resolution 07-1226 Advertise for bids
Fred brought the paper work from the prosecutor’s office to pass a resolution for the advertising of bids for the portable air trailer. Dick Kilburn made a motion to pass Resolution 07-1226 giving the trustees approval to advertise for bids for the purchase of a replacement portable air trailer for the fire department. Rob Glancy seconded the motion.

Fiscal Business

The fiscal officer presided over the swearing in of newly elected trustee Kirk Ramsey. Mr. Ramsey took the oath of office and was officially sworn in to perform the duties of Salem Township Trustee.

Resolution 07-1226A Appropriation Modification
Debbie requested that the board approve the following appropriation modification:
Decrease 10A01 Fire Fund Salaries $5,000
Increase 10A14 Fire Fund Insurances $5,000
And the following changes to the total appropriations for Fiscal Year 2007:

The new total appropriations for Fiscal Year 2007 is $2,573,346.94

Rob Glancy made a motion to pass Resolution 07-1226A to approve the appropriation modifications as requested by the Fiscal Officer. Dick Kilburn seconded the motion.

Resolution 07-1226B Temporary Appropriations
The Fiscal Officer presented the Temporary Appropriation for Fiscal Year 2008 for approval as follows:

Cemetery Fund 15,000 Cemetery Bequest Fund 1,000

Total Temporary Appropriations by Fund: $1,423,300.00

Dick Dare made a motion to pass Resolution 07-1226B to approve the sums listed and set aside said sums to provide for the current expenses and other expenditures of the Board of Trustees of Salem Township during the fiscal year ending December 31, 2008. Rob Glancy seconded the motion.

Resolution 07-1226C Set Limit for Blanket Certificates
After a brief discussion of limits for the blanket certificate/purchase orders, Dick Dare made a motion to pass Resolution 07-1226C to limit the amounts for blanket certificates and purchase orders to $15,000. Dick Kilburn seconded the motion. Vote: Dare, yea Kilburn, yea Glancy, yea

Resolution 07-1226C – Trustees method of pay
The fiscal officer asked the trustees to decide on the method of receiving payment for Fiscal Year 2008. All were in agreement to keep receiving the pay as salary, not to exceed 200 days per year. Dick Kilburn made a motion to pass Resolution 07-1226C to approve the payment of the Trustee Compensation on a salary basis not to exceed 200 days per year based on amount set by ORC Sections 505.24 and 507.09. Dick Dare seconded the motion.

Approval to pay bills
The fiscal officer presented checks # 5880 through #5963, 97027 which totaled $62,162.09.
The board examined the bills that were presented for payment and Dick Dare made a motion to pay the bills as presented. Rob Glancy seconded the motion.

Receipts
For this reporting period the fiscal officer deposited receipts in the amount of $31,462.01.
This amount included receipts #5924 through #5950.

Mr. Dare and Mr. Kilburn voiced their appreciation for the work that Mr. Glancy had done in the past four years and wished him well in the future.

With no further business to come before the board, Rob Glancy made a motion to adjourn the meeting at 7:30 P.M. Dick Kilburn seconded the motion.
