The Salem Township Board of Trustees met January 8, 2008 in regular session at the Township Hall for the purpose of transacting the business of the Township. Chairman Dick Dare called the meeting to order at 7:00 P.M. with members Dick Kilburn and Kirk Ramsey present.

Others present were Fred Lafollette, Bill Harrison, Mike Kassalen, Ralph Blanton, Mr. & Mrs. David Opperman, John Leesemann, Susan Ramsey and Lee Short.

The minutes were read and posted in the township hall.

Election of 2008 Chairman
Chairman Dick Dare turned the meeting over to the Fiscal Officer for the election of board officers. Debbie Harper opened the floor to nominations for chairman. Dick Dare nominated Dick Kilburn. Kirk Ramsey seconded the nomination. As there were no other nominations, Mr. Kilburn will be the 2008 chairman. He then asked for nominations for vice-chairman. Dick Dare nominated Kirk Ramsey and Dick Kilburn seconded the nomination. There were no other nominations, so Mr. Ramsey will become the 2008 vice-chairman.

Gene Bustle, a resident of Gilmour Road was present to offer his congratulations to Mr. Ramsey and wish him well as the new Salem Township Trustee. Fred Lafollette told the board that Mr. Bustle is active in Turtlecreek Township and he can offer help with the building of the new fire house since they have recently built a new building.

Zoning
Mike Kassalen reported there were no permits for this time period. He told the board he would like to update the website and would like to see more input on it. He has looked at software and found one for $100 that he thought would be helpful. The price will go up to $400 when it goes out for general sale. The trustees agreed he should look into it before the price goes up.

Lee Short reported he had attended the pre-trial for the Lynch case. The court date has been set for June 16th. However, Mr. Lynch has been notified that if he would get his property cleaned up and be in compliance with the township zoning, the court date would be cancelled.

Lee also mentioned he was serving on the facilities committee for the building of the new school and was learning about geothermal heating systems. He thinks it would be a good idea to look into it for the firehouse. Fred said he too has been looking into that type of heating/AC system.

Roads/Maintenance
After meeting and looking over the culvert problems in the three subdivisions, the county has only asked that the township accept the roads in Lakeside Park. They need to receive a letter from the township stating they will accept the road. A discussion followed about the culvert in question and it was decided it was acceptable now. Dick Kilburn made a motion to accept the roads in the Salem Township portion of Lakeside Park for township care. Kirk Ramsey seconded the motion.

Fred asked the trustees if the following Monday, January 14 would be work for them to come meet the firemen. It was agreed they would come at 6:30 on that date.

Resolution 08-0108 Advertise for bids
Bill explained to the board that because of the holiday the ad for bids for the air trailer could not get in the paper in time. Therefore, they would have to pass a new resolution for the advertising with different dates.
Dick Dare made a motion to pass Resolution 08-0108 giving the trustees approval to advertise for bids for the purchase of a replacement portable air trailer for the fire department. Kirk Ramsey seconded the motion. Vote: Dare, yea Ramsey, yea Kilburn, yea

Resolution 08-0108A – Approve Search for Architect
The fire department has been in touch with Bruce McGary regarding the correct procedures to procure the services of either a general contractor or an architect. The issues of whether to have a general contractor driven project or an architect driven project were discussed. Ralph and Fred explained some of the differences. They have been told that if the project were larger, it would need a general contractor, but if you check out the architect closely and can trust them, they can oversee the project. Bill has also talked to both Turtlecreek and Harlan townships about their building projects.
Mr. McGary gave Bill the necessary papers to get the search going and told him a resolution would need to be passed by the board; therefore, Dick Kilburn made a motion to pass Resolution 03-0108A to approve advertising for architects to present their qualifications for architectural services for the building of the new firehouse. Dick Dare seconded the motion.

In other fire department matters, Bill Harrison reported he had received the resignation of James Carlson effective January 10, 2008. Mr. Carlson has obtained other employment.

Resolution 08-0108B – Approve general operation procedures
Dick Dare made a motion to pass Resolution 08-0108B to approve the following operation procedures for FY2008:
1. Set the date and time of the trustee meetings to the 2nd & 4th Tuesdays at 7:00 PM
2.Pay the trustees salaries out of the General Fund, Gas Fund and Road & Bridge fund with the submission of time sheets to determine the percentages to be paid from which funds
3.Reimburse for mileage at the rate of $.50 per mile

Resolution 08-0108C – Approve Employment of Township Employees & Zoning Boards
Dick Kilburn made a motion to pass Resolution 08-0108C to approve the continued employment of the current township employees and the zoning board and the board of zoning appeals which are as follows:
Township employees: Michael Kassalen, zoning inspector, Michael Gilbert, maintenance and Gregory Webb, cemetery
Zoning Board:Lee Short, Mark Davis, Alan Cornett, Rick Lovins, John Leesemann, and two alternates
Zoning Board of Appeal:Larry Newberry, Dave Hartman, Larry Tobler, Chris Fitzgerald and Rob Haines
Dick Dare seconded the motion. Vote: Kilburn, yea Dare, yea Ramsey, yea

Approval to pay bills
The fiscal officer presented checks # 5964 through #5975 which totaled $6,860.28.
The board examined the bills that were presented for payment and Dick Dare made a motion to pay the bills as presented. Dick Kilburn seconded the motion.

Receipts
For this reporting period the fiscal officer deposited receipts in the amount of $12,119.12.
This amount included receipts #5951through #5958.

Roads
Dick Kilburn mentioned that he had noticed a tree on private property on Halls Creek Road that was close to falling down. It was discussed how to deal with this matter and calling ODNR was mentioned.

Dick Dare and Dick Kilburn attended the annual meeting for the mileage verification. Salem Township’s certified mileage for FY2007 was 21.66. This was a .10 change from last year.

Executive Session
At 8:00 PM Dick Kilburn made a motion to adjourn from the regular meeting and go into executive session to discuss salaries. Dick Dare seconded the motion.

At 8:25 PM Dick Dare made a motion to adjourn from Executive Session and return to the regular meeting. Kirk Ramsey seconded the motion. Vote: Dare, yea Ramsey, yea Kilburn, yea

2008 Salaries
Dick Dare made a motion to approve the following salaries for FY2008 to be effective the next pay:

1. Payscale for the Salem Morrow Fire Department:
EMT – Basic & Firefighter start at $8.50 up to $10.00/per hour
EMT – Intermediate start at $9.50 up to $11.00/per hour
EMT – Paramedic start at $10.50 up to $12.00/per hour

2. Increase $1.00/per hour (Michael Gilbert to $18.00/hr; Greg Webb $17.00/hr)

3. Increase salaries of Fire Chief & Assistant Chief 4%

Kirk Ramsey seconded the motion. Vote: Dare, yea Ramsey, yea Kilburn, yea

Bill Harrison brought up the possibility of promoting one of the firemen to the position of Captain at a salary of $35,000 per year to take the place of James Carlson.

With no further business to come before the board, Dick Dare made a motion to adjourn the meeting at 8:30 P.M. Kirk Ramsey seconded the motion.
