The Salem Township Board of Trustees met January 22, 2008 in regular session at the Township Hall for the purpose of transacting the business of the Township. Chairman Dick Kilburn called the meeting to order at 7:00 P.M. with members Dick Dare and Kirk Ramsey present.

Others present were Fred Lafollette, Bill Harrison, Mike Kassalen, Ralph Blanton, Donald Lynch, Lee Short and Bob Glancy.

The minutes were read and posted in the township hall.

Cemetery Update

Requests from Donald Lynch
Mr. Lynch had a list of questions and requests for the board. His first question was if Richard Bierley was still employed by the township. He was told that he was. He also wanted a copy of a pay stub from his check. He then asked if the trustees could arrange a meeting with the township inspector and get copies of all the zoning permits relating to various developments in the township. He asked about the plans for the property cut off the Pete Christensen land and the Blue Crane development. He was told that the county had these permits. Then he asked if you had to own property to get a zoning change in the township. And finally he brought up the festival held at David Smith’s this summer and the fact that he had 70 tents and traffic was backed up for miles. The trustees were not able to address all these requests and because of the law suit referred him to Bruce McGary.

Zoning
Mike Kassalen turned in three permits for this period.

Lee Short reported there will be a public hearing on February 20, 2008 for a zoning change. He will be in Florida and has asked Mark Davis to chair the meeting in his absence.

Roads/Maintenance
Fred reported that with assistance from Harlan Township, they were able to get the tree cut back that was falling into the road on Halls Creek Road. If it falls now, it will fall in the creek.

Fred got a price from Ashlee Fence to replace a portion of the fence in the cemetery. It would cost $4,250 to replace 276 feet of 6ft fence. He was asked to see how much it would cost to use 5 ft. fence instead. Dick Dare mentioned that they should put up signs stating “no playing” in the cemetery to keep children from tearing up the new fence.

The county sent a letter regarding CBG grants. The township has never applied for any of these grants.

It was mentioned that the hillside on Shawhan Road is slipping some. The county engineer will come out and look at it.

Fred mentioned that the county is making plans for their resurfacing projects. They will need information from the township by March 7th if they plan on including any roads in this project.

Spraying in the cemetery was brought up. The price has gone up a little, but it was agreed that it is worth it to have the spraying done in the spring. If you pay up front, they give a 5% discount on the price. Dick Dare made a motion to have Poff’s Lawncare spray the weeds in the cemetery. Kirk Ramsey seconded the motion.

The problem with the culverts in the subdivisions was again mentioned. The county engineer has brought up the solution of changing the code to curb and gutter requirements to do away with the catch basins. Lee Short also brought up the issue of the developers tearing up the roads. He was told we cannot legally require a bond from them.

Fire Department

Resolution 08-0122 Advertise for bids
Bill explained to the board that the second try to advertise for bids for the air trailer was put in the briefs section instead of legals so it has be done again. Therefore, a new resolution must be passed to have the correct dates. Dick Dare made a motion to pass Resolution 08-0122 to approve advertising for bids for the purchase of a replacement portable air trailer for the fire department... Kirk Ramsey seconded the motion. Resolution 08-0122A – Approve Search for Architect
The same thing happened to the ad for architects. Therefore, Dick Dare made a motion to pass Resolution 08-0122A to approve advertising for architects to present their qualifications for architectural services for the building of the new firehouse. Kirk Ramsey seconded the motion. Vote: Dare, yea Ramsey, yea Kilburn, yea

These ads will be placed in the Cincinnati Enquirer tomorrow, January 23, 2008.

Work on Policies
Bill reported that he is working on putting together policies for use of cell phones and use of township vehicles. He has received copies of policies currently being used by other townships and fire departments and is working on modifying them to fit our needs. He has been in contact with Bruce McGary to get his approval. He stated he had called the state auditor’s office to get their requirements on the cell phone policy.

Salem Township Public Library Board
Dick Dare received a letter from Marlyn Holtzclaw, President of the Salem Township Public Library Board of Trustees, asking the board to approve the appointment of Bobbie Grice to their board. Dick Dare made a motion to approve this appointment. After a brief discussion about the township’s need to approve this, Mr. Dare withdrew his motion until matters concerning the library’s future are checked into and answers are known to the questions the trustees had.

Resolution 08-0122B – Permanent Appropriation
The fiscal officer presented the permanent appropriations for Fiscal Year 2008 as follows:

Dick Kilburn made a motion to pass Resolution 08-0122B approving the permanent appropriations as presented by the fiscal officer to provide for the current expenses and other expenditures of the Salem Township Board of Trustees during the Fiscal Year ending December 31, 2008. Kirk Ramsey seconded the motion.

Approval to pay bills
The fiscal officer presented checks # 5976 through #6070 which totaled $60,156.54.
The board examined the bills that were presented for payment and Dick Dare made a motion to pay the bills as presented. Dick Kilburn seconded the motion.

Receipts
For this reporting period the fiscal officer deposited receipts in the amount of $26,784.62. This amount included receipts #5959through #5977.

With no further business to come before the board, Dick Dare made a motion to adjourn the meeting at 7:45 P.M. Kirk Ramsey seconded the motion.
