The Salem Township Board of Trustees met February 26, 2008 in regular session at the Township Hall for the purpose of transacting the business of the Township. Chairman Dick Kilburn called the meeting to order at 7:00 P.M. with members Kirk Ramsey and Dick Dare present.

Others present were Fred Lafollette, Bill Harrison, Mike Kassalen, Ralph Blanton, Donald Lynch, David Opperman and Mr. Perkins.

The minutes were read and posted in the township hall.

Cemetery Update
There were no changes to the cemetery records for this time period.

Lynch Questions
Donald Lynch questioned the board about the complaint against the Opperman property made last meeting by Mr. Gooch. He also questioned the amount of property tax that Mr. Gooch was being assessed. He wanted to turn in a complaint about the taxes, but was told the township had nothing to do with property taxes and he should address his concerns to the Warren County Auditor.

Ghiels Carroll Road Resident
Mr. Perkins, a resident of Ghiels Carroll Road questioned the board if it would be possible for him to build an additional home on his 10 acre property. His problem is that he only has 235 feet of road frontage. He was asking if the board thought a variance would be approved. They suggested he try to buy 35 feet from his neighbor before doing anything else.

Zoning
Mike Kassalen reported there weren’t any new zoning issues at this time.

Fire Department/Roads
Fred reported that he had received a letter from the county requesting the names of the roads that the township wanted to put in with the county paving project this summer. The board will come up with the list by next meeting. It was also suggested that the cemetery roads needed some paving work done. It was discussed that one of the culverts on Anderson Road needed to be replaced by a bigger one.

Fred told the board that Morton’s salt supply was depleted and it would be several weeks before they would have any. The county is also out. It was suggested that only hills and intersections be treated until more salt is available.

The fire department has been awarded a grant to purchase another thermal imaging camera. They received a price from Scott Company on a camera that has all the attachments they need. The camera is on sale for $7,575. Dick Dare made a motion to purchase the camera while they can get the sale price. Dick Kilburn seconded the motion.

Air Trailer Bids
Fred told the board that he had looked over the bids to see if all the specs were met. Breathing Air Systems was the low bid and they did meet the specs. The other bid did not meet all the specifications. Dick Kilburn made a motion to award the bid for the replacement air trailer to Breathing Air Systems at the bid price of $83,507. Kirk Ramsey seconded the motion.

Library Board
Dick Dare mentioned that he had been in touch with Geri Short from the Salem Township Library. Mrs. Short told him that the library board never had any intentions of moving from their present location. She gave him a copy of the minutes from the meeting where the school had approached them about moving into the school. It was noted that Salem Township has had a library since 1884. Since the question of the possible move was cleared up, Dick Dare made a motion to approve the appointment of Bobbie Grice to the Library Board of Trustees. Dick Kilburn seconded the motion.

Approval to pay bills
The fiscal officer presented checks # 6115 through #6167 which totaled $36,154.42
The board examined the bills that were presented for payment and Dick Kilburn made a motion to pay the bills as presented. Dick Dare seconded the motion.

Receipts
For this reporting period the fiscal officer deposited receipts in the amount of $21,661.69
This amount included receipts #5985 through #6001
.
It was decided that another work session would be needed to work on the Architect Qualifications packets. It was scheduled for March 5th.

At this time Dick Kilburn administered the oath of office to the Fiscal Officer, Debbie Harper, for her term beginning April 1, 2008.

With no further business to come before the board, Kirk Ramsey made a motion to adjourn the meeting at 8:00 P.M. Dick Dare seconded the motion.
