The Salem Township Board of Trustees met May 13, 2008 in regular session at the Township Hall for the purpose of transacting the business of the Township. Chairman Dick Kilburn called the meeting to order at 7:00 P.M. with members Kirk Ramsey and Dick Dare present.

Others present were Fred Lafollette, Mike Kassalen, Ralph Blanton, Donald Lynch, and Mr. & Mrs. David Opperman, Bob Glancy, Bill Harrison, Rick Lovins, John Lovins.

The minutes were read and posted in the township hall.

ZONING
Donald Lynch Complaint
Mr. Lynch brought before the board a complaint about the dirt being brought in behind the Kranzmeyer property and Papa’s Restaurant. He asked if a permit was required to dump the dirt. He also had a complaint about the materials at the property. He requested proof that Richard Bierley was still on the township payroll and the name of the insurance underwriter.

Shooting Complaint
John Lovins, a resident of Mason Morrow Millgrove Road voiced his complaint about the constant shooting taking place on the properties around his at all times of the day. He stated that it started last year. Kirk Ramsey told him he had talked to the people at the gun club and didn’t get anywhere with them. Rick Lovins said he had called ODNR and was told that the only thing that could be done was if the township passed a law against the shooting. Dick Kilburn told him that the township could not pass an ordinance against the shooting, but perhaps the zoning board could work on getting something in the zoning code. Mike Kassalen will check with other townships to see how they are handling the problem. After getting more facts, it was thought that some of the shooting was taking place in the village limits.

Mike Kassalen reported he had issued one permit for this time period.

Roads
Fred LaFollette brought photos of the 2 big trees on the bank along Halls Creek. He said the last time it rained they took some of the bank out. He will call ODNR about these trees. It was agreed they need to be cut down or they will block the creek when they fall. Since the trees are in the creek, ODNR has control over them and the township cannot cut them down.

Dick Kilburn mentioned the tires that have been thrown out along Trovillo and Halls Creek Roads.

For the ditching that needs to be done on Salem Road, Fred is trying to get several prices on the work. He told the board that Kenny Walker is getting out of the business now.

CDL Program
Correspondence was received from the township association concerning the CDL testing program. Dick Dare made a motion that Salem Township continue to take part in the CDL testing program offered by the Warren County Township Association. Kirk Ramsey seconded the motion.

The mowing at Blackhawk was brought up. The Village has not been in touch with anyone in the township, but it was mentioned that the township should help with mowing the ball fields for the kids.

New Hazmat Program
Fred reported that the county cannot run the Hazmat program anymore. They have suggested that the local entities join the Cincinnati area group. The county will pick up the per capita charges so there won’t be any extra costs to the townships. Bruce McGary is working up the legal papers now.

Architect Contracts
It was mentioned that the 1st draft of the architect contracts came from Bruce McGary today. The architects will look at them tomorrow. If the contracts are approved, it was thought that a special meeting could be held to have the trustees sign the contract too. It was brought up that the name on the contract needs to match what was on
the levy ballot.

Fire Department Personnel
Asst. Chief Harrison requested that the board approve the appointment of Shawn Robinson in the position of Lieutenant to replace Russell Kellum. He became a medic six months ago. He also told the board that Mr. Kellum has now resigned all part time duties too.
Dick Dare made a motion to accept the resignation from Russell Kellum of all fire department duties and to approve appointing Shawn Robinson to fill the Lieutenant position effective the next pay period.
Kirk Ramsey seconded the motion.

Bill also reported that he would like the board to approve the hiring of Karl Proctor to fill Mr. Robinson’s spot, and also he had two other fill-ins he would like to hire. They are Chris Scherer and Chad Lake. Kirk Ramsey made a motion to approve hiring Karl Proctor, Chris Scherer and Chad Lake pending the results of physical exams and drug testing. Dick Kilburn seconded the motion.

Miscellaneous Business
Kirk Ramsey mentioned it would be a good idea to put up a Project board to keep track of on going projects.

Debbie brought up the fact that June 1st is the renewal date for Anthem coverage. The increase was not bad this year and everyone wanted to stay with the current coverage. Dick Dare made a motion to approve renewing the contract with Anthem for life and health coverage. Dick Kilburn seconded the motion. Vote: Dare, yea Kilburn, yea Ramsey, yea

Approval to pay bills
The fiscal officer presented checks # 6390 through #6442, 98013-98014 which totaled $30,888.45
The board examined the bills that were presented for payment and Dick Dare made a motion to pay the bills as presented. Kirk Ramsey seconded the motion.

Receipts
For this reporting period the fiscal officer deposited receipts in the amount of $72,810.85.
This amount included receipts #6064 through #6069.

With no further business to come before the board, Dick Dare made a motion to adjourn the meeting at
7:45 P.M. Dick Kilburn seconded the motion.
