The Salem Township Board of Trustees met July 22, 2008 in regular session at the Township Hall for the purpose of transacting the business of the Township. Chairman Dick Kilburn called the meeting to order at 7:00 P.M. with members Kirk Ramsey and Dick Dare present.

Others present were Fred Lafollette, Bill Harrison, Mike Kassalen, Ralph Blanton, Donald Lynch, David Opperman, Bob Glancy, Lee Short, Gene Sharpe, Larry Lehman and Jerry Martin.

The minutes were read and posted in the township hall.

Aflac Presentation
The first item to come before the board was a presentation by Aflac representative, Larry Lehman. He wanted the opportunity to offer the Aflac programs to the township and fire department employees. After he told the board what they offered, both Kirk and Dick Dare told him they had been approached by a township resident who also worked with Aflac. They stated they would prefer to give any business to a township resident.

Jerry Martin stated the recent blacktop job looked good but he thought that some berm work needed to be done.
Fred told the board that the county has put him in touch with a man who has a berming machine who would do the cemetery for $1500 plus the cost of the gravel. It would be another $1,000 to do Moore Saur Road. He could get it done in 3 days. If the crew does it, it would save the labor costs, but they cannot keep at it since they have other things to do. The trustees decided to let the crew take care of the intersections and bad spots as soon as possible and work on the other places as time permits.

The price to take down the dead maple tree on the township property was given at $1200 by Flint’s Tree Service. This includes taking away the wood. Dick Dare made a motion to approve having the tree taken down. Kirk Ramsey seconded the motion.

Fire House Update
Fred reported that they were waiting on MSA to get the design drawings completed. It will take a couple of weeks. The fire department would like to have a fire hydrant in the back by the training center. If they do it themselves rather than have it be part of the building project, it will save a lot of money. He will talk to Ed McCall about it.

Mike Kassalen turned in a zoning permit for the placement of a sign.

Kirk Ramsey mentioned he had been approached by Larry Easterly from the Warren County Park Association regarding the need to have some trees cut back in the Morrow Park. The board agreed to have the crew take care of this matter.

Fiscal Matters

Appropriations Increase, Modification

The fiscal officer requested to amend the appropriations for the Fire Levy Fund by increasing the FY08 appropriations to $301,367. This increase is from the money collected from the firehouse levy. Dick Kilburn made a motion to pass Resolution 08-0722 to approve the increase of the FY2008 Appropriations in the Fire Department Levy Fund. Kirk Ramsey seconded the motion.

The fiscal officer also requested the following modification to the appropriations:
Increase 10A2 Retirement $15,000 Decrease 10A1 Salaries $15,000
Increase 10A8 Tools/Equip $15,000 Decrease 10A9 Supplies $15,000
Dick Kilburn made a motion to pass Resolution 08-0722A to approve the changes to the appropriations in the Fire Fund as presented by the Fiscal Officer. Dick Dare seconded the motion.

Approval to pay bills
The fiscal officer presented checks # 6676 through #6758, 98018-98020 which totaled $89,637.41.
The board examined the bills that were presented for payment and Dick Dare made a motion to pay the bills as presented. Dick Kilburn seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $103,991.28.
This amount included receipts #6130 through #6149

With no further business to come before the board, Dick Dare made a motion to adjourn the meeting at 7:25 P.M. Dick Kilburn seconded the motion.
