The Salem Township Board of Trustees met August 26, 2008 in regular session at the Township Hall for the purpose of transacting the business of the Township. Chairman Dick Kilburn called the meeting to order at 7:00 P.M. with members Kirk Ramsey and Dick Dare present.

Others present were Fred Lafollette, Bill Harrison, Mike Kassalen, Ralph Blanton, Lee Short, Donald Lynch, Mr. & Mrs. David Opperman, Bob Glancy, and Dr. Fuch.

The minutes were read and posted in the township hall.

Cemetery Update

Resident Questions
Donald Lynch was first to take the floor and asked the board for the reason there was an executive session at the last meeting. He did not hear them state for the discussion of legal matters and asked why the zoning board was permitted to be present for that part of the meeting.

Bob Glancy mentioned the recent blacktop work that was done and stated it looked good.

Dr. Fuch was present to apply for a permit to have a Christmas light festival on his property to benefit the Ronald McDonald House. Mike Kassalen will get with him on the paperwork for the permit.

Mike did not have any permits issued this time period or any other zoning matters to discuss.

Fire Department/Roads
Fred reported that Brian Noble, a fire department volunteer, had turned in his resignation due to the fact that his work schedule had changed and he did not have any free time to volunteer.
Dick Kilburn made a motion to accept this resignation. Kirk Ramsey seconded the motion.

Fred also told the board that the paving cost came in lower than the original estimate from the county.
The county worked with Juergenson to keep the asphalt price as low as possible. The final cost came in at $71,066.73

The crew has been working on the bridge on Moor Sauer Road. They are putting the guard rail back up.

Bill brought up the issue of new requirements from the State Fire Marshall’s office. They were told they need to do more fire safety inspections in the area, especially in the older buildings in town. They also want the fire department to do fire safety presentations by visiting the schools and area businesses.

Debbie had letters from the county engineer’s office concerning the roads in Morrow Meadows and Lakeside Park. The letter regarding Lakeside Park stated that all inspections had met approval and requested that the township take over those roads. Mike Kassalen stated he had received a phone call from a resident about running water on his property. Kirk Ramsey said that Neil Tunison had told him they would reberm the road and clean out the ditch.

The other letter requested the trustees meet at Morrow Meadows on Thursday, August 28 to go over those problems. Fred suggested after that meeting, he would run over to Lakeside and check it out.

Dick Kilburn asked about the pole barn being constructed on LaRue Drive. Mike Kassalen said the resident had gotten a permit and it was being put up according to zoning rules.

Fiscal Matters

Street Lighting Resolution
The fiscal officer requested the board to pass the annual street lighting resolution. Therefore,
Dick Dare made a motion to pass Resolution 08-0826 to approve the artificial street lighting in the lighting districts of the township and to approve the special assessments for a period of one (1) year to levy the special assessments on the 2008 tax duplicate and collected in the calendar year 2009.
Kirk Ramsey seconded the motion.

Approval to pay bills
The fiscal officer presented checks # 6813 through #6873 which totaled $149,974.86.
The board examined the bills that were presented for payment and Dick Dare made a motion to pay the bills as presented. Kirk Ramsey seconded the motion.
Vote: Dare, yea Ramsey, yea Kilburn, yea

For this reporting period the fiscal officer deposited receipts in the amount of $31,507.89.
This amount included receipts #6161 through #6172.

With no further business to come before the board, Kirk Ramsey made a motion to adjourn the meeting at 7:25 P.M. Dick Kilburn seconded the motion.
