The Salem Township Board of Trustees met September 9, 2008 in regular session at the Township Hall for the purpose of transacting the business of the Township. Chairman Dick Kilburn called the meeting to order at 7:00 P.M. with members Kirk Ramsey and Dick Dare present.

Others present were Fred Lafollette, Bill Harrison, Mike Kassalen, Ralph Blanton, Lee Short, Donald Lynch, David Opperman, Bob Glancy.

The minutes were read and posted in the township hall.

Cemetery Update

from Agnes & Sidney Leathers

Permit Question
Larry Smith who purchased the farm behind the Kranzmeyer property had questions about getting a permit to build a house on the property and keep the trailer on it for the farm workers. There are 70 acres and he will have workers there on a full time basis. Mike Kassalen told him it would follow the zoning rules, but it could never be turned into a rental property.

Mike also turned in one zoning permit for the addition of a porch.

Fire Department/Roads

Under Fire Department business, Fred turned in the resignation of Robin Gerhart. She was resigning as a volunteer due to the birth of her son. The trustees accepted the resignation.

The annual quote for salt was received from Morton Salt. Due to the shortage from the heavy usage last year, the price nearly doubled to $98.80 per ton. It was agreed that the township would lower the estimated usage and if it was a bad winter, mostly intersections and hills would be salted to cut back on the need.

Concerning Lakeside Park, there is still a problem at the cul-de-sac.
Fred reported that Rick Brown had put in some pipe at Wolf Run and Dallasburg Road to help the drainage problem there.

Dick Dare mentioned that he had talked to Kurt Weber in the engineer’s office. Kurt told Dick that he had discussed the problem in Morrow Meadows with Phil Ginther. He said the county would do some work on crack sealing on a few of the roads.

Dick Kilburn reported a road sign was down on Waynesville Road.

A letter was received the law firm of Taft Stettinius & Hollister regarding the Hopewell Friends Graveyard in Roachester. They asked that the township sign the executed deed and file it. This would mean the township was assuming ownership of the cemetery. However, this cemetery is on private property and the deed to that property states it is the property owner’s responsibility to care for this cemetery. The township is under no obligation to care for this private cemetery.

The current mileage rate was brought up. It was set to $.57 per mile

Fiscal Matters

Rates Resolution
The fiscal officer requested the board to pass the annual resolution accepting levy rates.
Kirk Russell made a motion to pass Resolution 08-0909 accepting the amounts and rates as determined by the Budget Commission and authorizing the necessary tax levies and certifying them to the county auditor for the fiscal year beginning January 1, 2009. Dick Dare seconded the motion.

Appropriation Modification
The fiscal officer requested approval from the board for the following modifications to the 2008 appropriations:

Dick Kilburn made a motion to pass Resolution 08-0909A to approve the modifications as listed to the Fiscal Year 2008 appropriations. Kirk Ramsey seconded the motion.

Cemetery Software
Debbie received the quote for the cemetery software from Pontem Software. The total cost for the software, licenses, and data conversion will be $3,107.00. Another software module can be added later for half price. The price would be an additional $872 for a Plot Mapping Add-on. Dick Dare made a motion to approve this purchase. Kirk Ramsey seconded the motion.

Approval to pay bills
The fiscal officer presented checks # 6874 through #6911 which totaled $33,480.43.
The board examined the bills that were presented for payment and Dick Kilburn made a motion to pay the bills as presented. Kirk Ramsey seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $614.98.
This amount included receipts #6173 through #6177.

With no further business to come before the board, Dick Dare made a motion to adjourn the meeting at 7:35 P.M. Kirk Ramsey seconded the motion.
