The Salem Township Board of Trustees met October 14, 2008 in regular session at the Township Hall for the purpose of transacting the business of the Township. Chairman Dick Kilburn called the meeting to order at 7:00 P.M. with members Kirk Ramsey and Dick Dare present. 
 
Others present were Fred Lafollette, Mike Kassalen, Donald Lynch, Mr. & Mrs. David Opperman, Bill Harrison and Ed McCall.
 
The minutes were read and posted in the township hall. A correction was made to the item concerning overtime pay for a holiday worked by a part time fire department employee.  The minutes read full time, when in fact the motion was made to pay the part time employee who was scheduled to work a holiday in order to get someone to fill that slot.
 
Cemetery Update
There were no cemetery updates for this period.
 
Zoning
The zoning inspector did not have any permits or new business to introduce.
 
Fire House Construction
Ed McCall from the architectural firm was present to give a report on the progress of the new fire house construction. He brought a set of the updated drawings which are about 90% complete. He went over the entire set of drawings with the board pointing out any changes from the original plans. He stated he would like to get the project out to bid in two weeks which would be November 1st. He brought a copy of the legal ad so that it could be sent to the county prosecutor’s office for approval. The ad would have to run for three weeks which would make the bid opening be November 25th. Bids will be due by 5:00 at the fire house, with the bid opening taking place at 6:00. He thinks the project should be completed by January 2010.
 
Fire Department/Roads
 
Fred had some prices on the ditch work needed on Salem Road. He received 10 bids ranging from $17,672 from Freeze to $45,966 from Barrett. The county office sent the bids and will do the contract. After a brief discussion, Dick Kilburn made a motion to accept the low bid from Freeze and award the contract. Kirk Ramsey seconded the motion.

The county salt request was received and discussed. It was decided to request 200 tons this year even though the county cannot guarantee we would be able to get that much.
 
There was a geotechnical study done at the site of the new fire house. The cost of this testing was $4,300. Dick Dare made a motion to approve this study. Kirk Ramsey seconded the motion.

Fred reported that the village had agreed to pay the difference to upgrade the water line to the new fire house from a 6 inch line to an 8 inch line.
 
It was mentioned that it would cost $500 to spray insulation in the roof of the township building. It was decided this should be done when the new roof was put on.
 
Loeb Foundation Grant
Fred presented the letter he had received from the Loeb Foundation. Due to the economy at this time, everyone that requested this year received the same amount of $10,000.00.
    
Fred submitted the resignation of Doug Riedel effective November 1st.   The fire department was sorry to lose him, but due to time constraints related to family, he is not available for runs now.
 
Dick Dare brought up the requirement of the federal government for the use of safety vests that is effective November 1st. It was mentioned that it would also be a good idea to get the safety colored winter coats. The board agreed that for both safety and liability issues they would approve the purchase of both vests and coats.   Dick Dare made a motion to approve this purchase of safety clothing items for the crew.    Dick Kilburn seconded the motion.

Fiscal Matters
 
Approval to pay bills
The fiscal officer presented checks # 6971 through #7034, 98025-98026 which totaled $77,292.56.
 
The board examined the bills that were presented for payment and Kirk Ramsey made a motion to pay the bills as presented.  Dick Dare seconded the motion.

Receipts  
For this reporting period the fiscal officer deposited receipts in the amount of $27,315.87
This amountincluded receipts #6201 through #6212.
                                                                                                                                                                 
With no further business to come before the board, Kirk Ramsey made a motion to adjourn the meeting at 8:30 P.M. Dick Kilburn seconded the motion.
