Minutes November 25, 2008 Meeting

As Chairman of the Salem Township Board of Trustees at 6:00 PM on November 25, 2008 Dick Kilburn opened the special meeting for the purpose of opening the bids for the new Salem Township Fire House being held at the Salem Morrow Fire House.  The meeting was then turned over to Ed McCall who announced the bid amounts and contractor’s name.  After all bids were opened, the contractors were told the bids would be checked and totaled and hopefully bids would be awarded.  A brief recess was called at 7:10 before the regularly scheduled board meeting would take place.

  

The Salem Township Board of Trustees met November 25, 2008 in regular session at the Salem Morrow Fire House for the purpose of transacting the business of the Township. Chairman Dick Kilburn reconvened the meeting at 7:15 P.M. with member Kirk Ramsey present.  Dick Dare was out of town.

 

 It is noted that no meeting was held on November 11th due to illness of board members.

 

Others present were Fred Lafollette, Donald Lynch, Mr. & Mrs. David Opperman, Bill Harrison, Carl Burns and Ed McCall.

 

The minutes were read and approved and will be posted in the township hall.

Roads

Fred reported that $500 was added to the bill for the work on Salem Road for the addition on catch basins.

The county engineer’s office inspected the work and got all problems straightened out.

 

Concerning the roads in Lakeside Park, Briarwood and Morrow Meadows, letters were received from the Warren County Engineer office stating that office would have crews crack seal the pavement cracks in Morrow Meadows as soon as weather permits, they would repair six catch basins and crack seal the pavement cracks in the Briarwoods Subdivision and would apply an asphalt overlay on Gray Fox Trail in the Lakeside Park development in their 2009 spot paving program.  It is their understanding that this will resolve the remaining concerns of the Board of Trustees about the roads in these developments and that the board should now be able to accept these roads for township maintenance.   It was agreed all problems were covered now and Kirk Ramsey made a motion to accept the roads in Briarwood, Morrow Meadows and the Salem Township portion of Lakeside Park for township maintenance.  Dick Kilburn seconded the motion.

Township Matters

Fred told the board that he has received word that FEMA would be reimbursing around $7600 for debris damages in the windstorm.

 

There was an estimate received in the amount of $500 to make repairs to the bell tower on the township building.  Kirk Ramsey made a motion to approve this expenditure.  Dick Kilburn seconded the motion.

  Fiscal Matters

The fiscal officer brought up the matter of forming a Records Retention Committee to put together a plan on retaining or scheduling destruction of old records.  Dick Dare, Fred LaFollette and Debbie Harper will serve on this committee.  They will meet briefly before the next meeting.

 

Transfer of Funds

Debbie requested the board’s approval to transfer $9,941.50 from the Fire Fund to the Debt Service Fund for the purpose of paying the interest due on the fire truck acquisition note. Dick Kilburn made a motion to pass Resolution 08-1125 to approve the transfer of funds in the amount of $9,941.50 from the Fire Fund to the Debt Service Fund for the purpose of paying the semi-annual interest due on the Fire Truck Acquisition Note.  Kirk Ramsey seconded the motion.

Appropriation Modifications

 

The fiscal officer submitted the following modifications to the appropriations:

Dick Kilburn made a motion to pass Resolution 08-1125A to approve the modifications to the Appropriations for Fiscal Year 2008.  Kirk Ramsey seconded the motion.

Approval to pay bills       

The fiscal officer presented checks # 7102 through #7206, 98030-98032  which totaled $146,855.47.

This included the checks which were prepared for the November 11th meeting that was cancelled.

The board examined the bills that were presented for payment and Dick Kilburn made a motion to pay the bills

as presented.  Kirk Ramsey seconded the motion.

Receipts  

For this reporting period the fiscal officer deposited receipts in the amount of $68,154.09.

 This amount included receipts  #6231 through #6257
